This study tried to construct a direction in regional planning concerning the structural relationship between the ratio of aged population and the industrial characteristics. We investigated this structural relationship incorporating the aged population index and the number of classified companies. We applied diverse statistical analyses to understand the relationship. We classified the number of companies to reflect regional industrial characteristics using the principal component analysis. We applied a multiple regression model to understand the relationship between these two indices. The aged population index represents the degree of being old divided by the ratio of juvenile population and aged population. We found that such industries as manufacturing, service, and conveyance increase the ratio of juvenile population. However, industries such as tourism, waterworks, forestry, agriculture and etc. have a positive effect on the aged population index. In addition to these findings, we believe that the efficacy of this study is the possibility that can be used as the basic data when central or local autonomous entities need to adopt rural development planning.

The purpose of this study was to explore the situations of farm stay and visit`s perceptions in rural Korea. The data were collected by questionnaire and case study, and obtained from 104 visitors, 104 host farmers, 104 village people in twenty two rural villages from September 20, 2002 to November 21, 2002 and analyzed by SPSS WIN 10. The statistical method was crosstabulation and chi-square. The major findings of this study were as follows; First, the priorities of government policy for farm stay were to build the physical infrastructure such as village road and parking lot, to help farmers make relations with urban people, and to provide the learning opportunities for their business. Second, the main barriers for farm stay were the deficit for improving their facilities. And the income within their farm stay has been low at government policy village. Third, most of host farmers liked to make relations with their village people. The priorities of their relations were to improve natural and social environment of their villages, to develop the special brands, and to manage village tourism programs.

The population hasincreases in urban increase geometrically, and then many problemsoccur in society anomity, environmental pollution, exhaustion of recourses. So we have to consider the quality of our life. Eco-village is the alternative the village`s principle to consider the human life. Eco-village refers to the application to ecological principles to the development of human ecosystem in order to achieve sustainability. Since a few yearsm, in Korea, ecovillages have built for alternative society and developed local society. The expert and residents live ecovillages just consider the physical system or the social system. However, Ecovilliges must have not only unique physical, social aspects, but also the scenic aspects, especially, in the villages for eco-tourism. The paper examines what images are recognized by the people as ecovillages, and what difference betweenr they understand the functions and meaning each image or not. Through the result, this paper explores the important and necessity of the scenic landscape plan in ecovillages.

The objectives of this study were to compare rural development of Korea and EU. According to its traits the peroids of rural development of Korea can be divided into four periods. According to its memberships and traits the periods of rural development of EU can be divided into four periods. There are many similarities between Korea and EU in agricultural situation and rural development. EU introduced multifunctionality of agriculture in 1980s and adopt strong policy to support that in 1990s. And ELJ made a effort sustainable rural development, integrated rural development and balanced regional development. Recently Korea not only maintain agricultural expanisionism but also pay attention to multifunctionality of agriculture. But rural development of Korea still in the stage of physical planning and agricultural expanisionism. So it leaves much room for improvement to rural development of Korea in rural development regulation, unifying theme, detail planning, integration among policies, balanced regional development, etc.

This study aimed at establishing the multi-ranged approach on data acquisition technique for rural landscape planning, which tried categorization, grading and transferring of landscape elements in the more detailed level. For the systematic management of database for the topographic informations in the village level, a kind of the aerial photographing techniques with UAV(Unmanned Aerial Vehicle) was used and its resultant data for the landscape simulation of the rural village, which in turn helped the convenient approach to understanding of its comprehensive spatial structure. The image data from aerial photography was systematically processed through; First, after revision of the distorted one, the image map was adjusted with the topographical and cadastral maps. Second, the farm houses and buildings, and other facilities difficult to find out in the topographical map was digitally read from the adjusted image. The topographical landscape view of rural village was simulated on the base of DEM(Digital Elevation Model) and the 3-dimensional shapes of farm houses and buildings were automatically modelled using the input system developed by the author. In conclusion, the aerial image information adjusted with the edited maps could give more intuitive and detailed villagescape than the ordinary one and through landscape simulation of the rural village, its topography, features of houses/buildings and spatial distribution of land uses were effectively reproduced. And, by the linkage between field survey and photographed/simulated results of the typical landscape elements using hyper-link method, it would be expected to develop as an effective visualization technique of rural landscape.

According to the growing concerns of the public with efficiency and effects of regional policies, their assessment works have become an important issue. Up to now, several studies have been carried out on economic effects of policies using conventional cost/benefit analysis, while there have been few studies on assessment of amenity oriented policies. From the above consideration, this study tried to develop An Annual Expenditure Assessment Model (AEAM) for amenity-oriented policy-making in rural area. As a pre-work for model development, the hierarchical indices system for rural development and the classification system of expenditure were designed. Being based on high significant relationship between rural amenities and local government expenditure, a linear optimization model for maximization of regional amenity was constructed. Through a case study of Sunchang-gun, Chonbuk-province, the model applicability was ascertained.

Through the fast economic growth since the 1960s, Korea has experienced various problems on land such as urban sprawl, the rapid increase in land prices, land speculation, privatization of the betterment, and so on. To prevent such problems and to enhance harmonious development and conservation, the National Land Planning and Use Act(NLPUA) was established in 2003. The NLPUA which was revised and combined two existing planning laws i.e. the National Land Use Management Act and Urban Planning Act, has an eye to preventing disorderly spatial development, to pursuing environmentally friendly spatial planning, and to following up planned development in non-urbanized area like rural area. This study aims to discuss what should be considered the pending issues after the application of the NLPUA in rural area. On the basis of reviewing the NLPUA in a viewpoint of the rural planning, this study suggests some improvement policy such as considering various rural conditions, securing excellent agricultural land, applying the District Plan II system effectively, reorganizing the planning administrative, and so on.
